LASG开放课题管理办法

一、总则
1、本着“开放、流动、联合”的原则，LASG开放课题在建立LASG与兄弟单位科研协作，促进LASG科研发展等方面起到了很好的桥梁作用。LASG开放课题研究是LASG科研工作的重要组成部分。基于LASG二十多年开放课题的管理经验，为进一步完善开放课题的管理和实施，充分发挥开放课题对LASG科研工作的强化和补充作用，根据LASG学术委员会的建议，经LASG主任工作会议研究讨论，对LASG开放课题的管理实施办法作了有关修改。新的管理办法如下：
二、开放课题申请人应具备的条件
2、开放课题的申请人应为中科院大气所以外的科研人员，申请人必须与LASG的一名固定成员合作。
3、开放课题应主要围绕LASG的四个主要研究任务（如下所示），与LASG固定成员开展互补性合作研究：
1) 新一代高分辨率地球气候系统模式的研发
2) 海-陆-气相互作用及其对中国气候的影响
3) 高影响天气、气候事件的可预报性和地球流体力学稳定性研究
4) 数值模式推广和气候大数据应用
每年实验室均将围绕上述四个研究任务，制定开放课题具体的研究指南，并通过开放课题申请通知发布。
4、每个LASG固定成员每年限一项合作申请开放课题。
5、申请人同期只能主持1项开放课题；在读研究生（含在职）和本所在站博士后不能申请开放课题。
三、开放课题的申请和审批
6、开放课题分为一般开放课题和重点开放课题。本着自由申请的原则，每年资助6-8项一般课题，1项重点课题。如确属与LASG研究存在明显互补性且通过合作能够取得有效进展的，也可通过LASG重点任务项目首席推荐，与自由申请课题共同参与评审。
7、LASG每年10月初在室网页上张贴开放课题申请的通知，申请人须于11月15日前将申请表寄至实验室。对LASG急需的重要领域每年可不定期特批1－2项开放课题。
8、实验室组织有关专家对开放课题进行评审，并由LASG主任工作会议给出是否录用的具体意见，于本年度底或下年度初提交LASG学术委员会审批。审批通过的开放课题将及时通知本人并在LASG网上公布。
四、开放课题的管理
9、一般开放课题每项资助额度为5万元，执行时间为2年；经费分两次拨付，第一年拨付3万元，第二年拨付2万元。重点开放课题每项资助15-20万元，执行时间为2-3年，具体经费拨付方式视执行时间而定。
10、开放课题结题时，申请人须按要求提交结题报告，并阐明与合作人在哪些方面取得互补性合作，并取得什么成果；申请人和LASG合作研究人员须保证参加LASG定期组织召开的开放课题研究成果交流会和学术年会。
11、受到LASG开放课题资助的论文应把LASG作为第一或第二工作单位标注，否则不能列入开放课题的科研成果；受开放课题支持所获得或产生的数据图表资料、模式、技术报告等须同结题报告一起提交LASG。
12、对在执行期间内无故未按10至11条要求开展工作或未发表任何署LASG成果论文的开放课题视为不合格，三年内不接受对LASG开放课题的申请，并在LASG学术委员会上通报并通知本人。
13、开放课题承担者所在单位和LASG共享开放课题的科研成果。
14、开放课题承担者，优先安排在LASG进行访问工作，LASG提供住宿和必要的生活补贴，补贴标准可参照《访问学者管理办法》执行。
15、开放课题承担者在LASG工作期间可免费利用LASG的计算机资源及其公共资源，离室后计算机户头保留一个月后撤销，用户名下的资料信息自行负责处理。
五、附则
16、本规定自2016年10月1日开始执行。
17、本规定的解释权归LASG主任工作会议。

Administrative Measures for LASG Open Research Program
October 1st, 2016
I. General Provisions
1. LASG Open Research Program is an important part of LASG's research work. In line with the principle of “openness, mobility, and unity”, LASG Open Research Program has acted as a good bridge establishing and promoting scientific research collaboration among LASG and sister institutes in the past over twenty years. To further improve the administration and implementation of the program and give full play to its strengthening and complementing role, as proposed by the LASG Academic Committee and passed by the LASG Director Work Meeting, Administrative Measures for LASG Open Research Program were revised. The new measures are as follows:
II. Eligibility
2. LASG Open Research Program applicants should be researchers outside the Institute of Atmospheric Physics, Chinese Academy of Sciences (IAP/CAS), and must collaborate with one LASG tenure scientist.
3. LASG Open Research Program should center on the four LASG major research tasks (as shown below) and conduct complementary collaborative research with a LASG tenure scientist
1) Development of a new generation of high-resolution Earth climate system models
2) Sea-land-air interaction and its impact on China's climate
3) Predictability of high-impact weather and climate events and stability of geophysical fluid dynamics
4) Numerical model promotion and climate big data application
Based on the above four tasks, the laboratory will issue specific guidelines for research topics, and release them by notice.
4. Each LASG tenure scientist is entitled to but one application each year.
5. One cannot apply another LASG Open Research Program while he or she is leading an ongoing program. Postgraduates and post-doctoral fellow cannot apply for the program.
III. Application and approval
6. LASG Open Research Program is divided into Key Program and General Program. LASG funds 1~2 Key Programs and several General Programs each year. The application is open to all eligible scientists. If a certain research topic suggests a clear complementarity to LASG research and progress is expected through collaboration, this topic can join in the application through recommendation by LASG priority task team Principal Investigator.
7. Call for application notice is posted on LASG website early October every year. Applicants must send application forms to the laboratory by November 15th. For an important research area LASG needs to develop urgently, 1-2 open programs may be approved at any time within a year.
8. Relevant experts will be organized to review all applications, and the LASG Director Work Meeting will provide specific comments, which are submitted to the LASG Academic Committee for approval at the end of a year or at the beginning of the next year. The results will be released online and the funded applicants will be informed in time.
IV. Management
9. For each general program, the amount of subsidy is 50,000 Yuan, and the duration is 2 years; the funds are allocated twice, 30,000 Yuan in the first year, and 20,000 Yuan in the second. For a key program, the amount of subsidy is 120,000-200,000 Yuan, and the duration is 2-3 years. Specific funding allocation depends on the duration.
10. When completing a program, the applicant should submit a completion report as required and clarify in which aspects the partners have collaborated and what results have been achieved; the applicant and the LASG collaborator shall ensure that they participate in LASG Open Research Program seminars and LASG annual meeting organized regularly by the lab.
11. Papers funded by LASG Open Research Program should mark LASG as the first or the second affiliation. Otherwise, they cannot be listed in the research results of the program; data charts, models, technical reports, etc. which are achieved or generated under the program support must be submitted to LASG along with the completion report.
12. Any funded program that fails to conduct work in accordance with the above requirements No.10 and No. 11 in the duration or does not publish any paper affiliating to LASG will be deemed unqualified, and the undertakers’ application for the Program in the following three years will not be considered. Moreover, both the LASG Academic Committee and the undertakers will be notified of this conduct.
13. The Program undertaker’s affiliation and LASG share the Program research achievements.
14. The Program undertaker enjoys priority in visiting LASG. LASG will provide accommodation and necessary living allowance, and the subsidy standard can be referred to the “Administrative Measures for LASG Visiting Scholars”.
15. The Program undertaker can use LASG's computer and other public resources for free while working in LASG. The computer account will be rescinded one month after the user leaves, and then he/she is to process the information himself/herself.
V. Supplementary Provisions
16. This Administrative Measures for LASG Open Research Program will come in to force from October 1st, 2016.
17. The LASG Director Work Meeting reserves the right to interpret the Measures.
